Man in Chucky Mask Accused of Terrorizing People Near Philadelphia City Hall

Philadelphia police are searching for a man accused of frightening and harassing multiple people in Center City while wearing a distinctive Chucky-style mask.

The incidents happened during the early morning hours near City Hall, where surveillance cameras captured the masked man approaching several people in what police described as a roughly 15- to 20-minute spree.

According to police, the suspect is believed to be a Black male between 16 and 20 years old. Investigators say he was wearing a Chucky doll-style Halloween mask and dark clothing while approaching people and apparently recording some of the encounters on his cellphone.

One of the most disturbing encounters involved a female jogger. Police said the man followed and chased her while holding his cellphone toward her and repeatedly asking, “Are you ready to die?”

The woman ran away and injured her leg while attempting to escape. Police said she was screaming for help during the encounter.

A woman identified as Jameka told 6abc that she noticed the masked man behind the jogger and attempted to warn her.

“I started to wave at her from across the intersection and say, ‘Hey, there’s someone behind you, look behind you.’”

The jogger eventually noticed the warning and ran. Jameka said the suspect then turned his attention toward her, prompting her to confront him.

She told 6abc that she kicked the man in the chest during the confrontation, describing him as appearing disoriented and unclear about what he wanted.

Police said the suspect had also approached other people in the area, including a man wearing a reflective vest. Investigators are reviewing surveillance footage as they work to identify him.

The suspect reportedly entered a Dunkin’ Donuts shortly after 5:20 a.m., but employees refused to serve him because of his erratic behavior, according to police.
